[Abstract] The integration of intelligent technology and education is deepening continuously, and the complex changes in education have gradually become a reality. The contradiction between the supply of educational resources and services and the diversified learning needs of learners is prominent. Under the general trend of educational digital transformation brought about by intelligent technology, following the principles of demand - driven, application - oriented, service - first, and technology - empowered, this paper proposes the on - demand learning paradigm. That is, in a natural context, learners can meet the advanced requirements of multi - level learning goals according to their diverse learning needs, and use intelligent technology to effectively connect learning resources, environments, and services. This paper focuses on expounding the appropriateness and element representation of the on - demand learning paradigm: the dynamic generation of learners' learning needs, the advancement of learning paths matching learners' on - demand learning, the interactive evolution of teachers and learners, and the adaptability of teaching services provided by teachers. At the same time, it describes the intelligent - technology - empowered on - demand learning scenarios from the perspectives of digital resources, stakeholders, and intelligent technology.
